制度一旦創建,往往會隨著時間的推移以微妙和漸進的方式發生變化。以海巡署為例,海巡署於2000年成立,當時為健全海洋事務管理組織體系,並轉向擴大海洋事務發展,成立之後原先規劃目標是朝向部層級「海洋事務部」方向發展,歷經七次組織變革後,最後成立具政策統合職權之「海洋委員會」。特殊的是,海巡署組織體系因融合警察、軍人及文職公務人員(含關務人員)等三種不同文化背景人員,由於身分別不同,所以身處工作環境與負責工作業務屬性也不相同。為瞭解制度變遷組織變革與行為者適應性情形,除運用漸進制度變遷的理論強調政治背景的特徵與制度本身的屬性之間的相互作用,並結合路徑依賴理論,並由上而下解釋海巡署制度變遷與變革推動

者的類型,以及運用路經依賴理論解釋海巡署組織變革各個節點;再由下而上抽樣海巡署組織成員7,634人問卷調查,探究組織變革因不同身分別(軍人、警察及文職人員)的組織成員之行為者適應性,相互結合探討海巡署組織變革的過程,在特定制度環境中蓬勃發展的不同類型的變革推動者以及組織成員對於組織變革之適應情形。
