本國海洋漁業發展面臨過度開發與漁業資源枯竭問題，傳統漁港聚落逐漸凋零。然而這片藍色國土遼闊壯麗，擁有許多海洋遊憩資源。近年政府積極推動海洋休閒活動以促進海洋經濟永續發展，故漁港多功能活化符應現行政策與議題。布袋地區因先天優勢的地理位置，但缺乏永續的海洋與陸上的休憩規劃，無法擴大和創造更高價值的觀光經濟利益。其中布袋第三漁港因規劃不當，大多區域閒置或荒廢，故引發研究者探討動機，以使用者的角度研究規劃帆船休閒基地之可行性。經爬梳各類文獻，分析帆船休閒現況和布袋第三漁港困境與現況，並參考國際帆船休閒基地實例，針對既有從事帆船休閒者問卷調查，以帆船休閒人口與停泊布袋第三漁港意願、區位條件、吸引力條件
、帆船休閒資源、交通運輸和供應管理六項構面做量化分析，分析規劃帆船休閒基地之可行性。探討研究後得到以下結論與建議：漁源過度消耗和漁家後代的工作心態改變導致漁業衰退，漁港多功能活化創造永續新經濟生態勢在必行。大多數使用者對既有帆船停泊基地滿意度偏低，對新建功能完善的帆船停泊基地很有興趣。布袋第三漁港擁有優良基本條件，但淤沙嚴重、泊域與航道被非法漁具佔用情事、廢棄竹節漁具影響航安、活動水域與陸上的清潔欠佳、政府法令尚未完善，使得規劃帆船休閒基地窒礙難行。建議彙集各方帆船休閒力量提供政府建言，以建設完善海洋休閒環境。布袋第三漁港需要相關管理單位有所作為，讓地方人士了解發展未來漁村新興永續發展經濟生態
圈的重要，方能共同努力消除劣勢與排除威脅。海洋藍色國土是台灣未來發展的重要資源，但是非法漁具、廢棄竹節漁具、海岸髒亂和水域漂流垃圾等失序或違法的漁業行為，必需政府單位能找出相關配套辦法徹底解決。

我國船舶交通服務制度發展規劃─以彰化風場航道VTS為例

我國政府近年積極發展替代能源，其中離岸風力發電為主要推動項目之一，因應離岸風機大量建置限縮原有航道，交通部航港局於西元2021年10月26日啟用彰化風場航道，而彰化VTS亦同時開始營運進行海上交通管理。彰化VTS是否因應航道特性，提供符合國際海事組織對於VTS之建議規範內容，並且與先進海事國家擁有同樣完善的沿岸VTS制度；再者，我國VTS操作員在訓練時數與國際燈塔協會所建議之典型課程時數相比較為不足，有必要探討其訓練課程得以加強之處。本研究為規劃彰化VTS執行面與訓練面之發展策略，首先，以集合論（Set theory）之概念進行國際規範與各先進海事國家之比較分析；其次，採用價值焦點思考法（V
alue-focused thinking）確立VTS制度發展課題；最後透過專家訪談法（The expert interview）歸納曾通過彰化風場航道之現職航行員意見，規劃彰化VTS執行面與訓練面之發展策略。研究結果發現，彰化VTS在執行面上應針對航道特性，提供有關風速、漁船動態等即時信息，並對於彰化VTS預報機制做出調整、加強對於跨越航道漁船之監管；其次，因應航道特性設計一套制度及評估系統以組織及管理彰化風場航道之交通，並將彰化風場航道可能發生之不安全情勢之反應程序化，以提昇航行安全及效率。另外在訓練面上，短期上應減少VTS操作員訓練課程時數落差，增加特高頻無線電、緊急狀況、協調溝通等課程
；長期上應針對VTS執行面優先規劃航海知識、交通管理、語言等課程類別，進而提昇彰化VTS操作員之職能。
