臺灣在2000年底及2001年中相繼公布「金融機構合併法」、「企業併購法」及「金融控股公司法」,就陸續湧現出許多銀行間的合併案,截至今日,短短的22年間,就有了59件銀行合併的案子,故本研究將搜集及整理國內外效率評估及分析之相關文獻,最後以CCR及Bootstrap資料包絡法兩大模型為基礎,延伸出動態Bootstrap CCR模型來進行銀行效率值的計算,最後利用 Baumol et al.(1982) 的規模範疇理論,計算潛在銀行結合後的潛在效率利得,並進行推估分析。本研究採用 2018 年至 2021 年共 4 年臺灣國內 32 家銀行公開、公告之年報、財報資料及資本適足率,以員工人數、固

定資產及存款作為投入變數,放款、利潤及其他收入作為產出變數。實證結果顯示,潛在結合廠商在結合後之效率利得,並非皆為正值,表示廠商之結合並不能保證一定存在效率利得,4年中,兆豐銀行和京城銀行、兆豐銀行和土地銀行、兆豐銀行和新光銀行、京城銀行和花旗銀行、京城銀行和土地銀行、京城銀行和新光銀行、京城銀行和臺灣銀行、花旗銀行和臺灣銀行及土地銀行和新光銀行結合,每年結合後效率利得皆為正,存在效率利得;4年中,兆豐銀行和花旗銀行及花旗銀行和新光銀行結合,每年結合後效率利得皆為負,表示不存在效率利得。而在資本適足率前五名與後五名結合方面來看,土地銀行和板信銀行及華泰銀行和土地銀行每年結合後效率皆為正,而花旗
