決策是管理一個很重要的功能,管理代表一種將資訊轉換為行動的過程,這種轉換過程即稱之為決策。(Massie,1964,引自鄭華清,2001)而在決策理論的發展過程中,Simon考量了資訊並非完全流通的概念,將人的行為複雜化,而發展出有別於古典理論理性模式(rational model)的有限理性(bounded rationality)理論。回顧相關決策理論,決策方法已由理性途徑朝向有限理性模式,惟國內關於不動產開發之研究取向仍以理性觀點為主,無法有效評估決策的動機與影響因素。有鑑於此,本文以決策理論為基礎,透過個案分析及深度訪談方式,探討開發者之行為動機,並分析決策過程中影響不動產開發之關鍵

因素,供不動產開發業者經營策略擬定及後續研究之參考。本研究擬以日月潭涵碧樓為研究個案,從有限理性(bounded rationality)的觀點,探討休閒不動產開發決策過程及影響其開發決策之關鍵因素。依據交通部觀光局的統計資料顯示,涵碧樓國際觀光飯店為台灣平均房價最高之國際觀光旅館,平均住房率達77%,且自民國91年營運至今,住房率成長約10%,而平均房價更是成長達20%。而它的成功不僅在於數據上之顯耀,更有其重新詮釋頂級休閒渡假之「觀念革命」的意義與價值,堪稱近年來休閒不動產開發成功之經典案例,而其決策者如何在本案開發過程進行決策,其影響決策之關鍵因素為本研究討論之重點。綜觀相關文獻之觀點,

決策是一種解決問題或達成特定目的的選擇過程,然而在選擇過程中的資訊與認知,理性模式與有限理性模式的分野之關鍵在於形成「所有」與「所知範圍」的資訊差別。在與本研究個案鄉林建設開發涵碧樓的主要決策者訪談的過程中,充份感受到人的理性是有限的且資訊的不完整性。綜合本研究結果,在有限理性模式下,影響不動產開發決策之關鍵因素包括:企業文化、決策者特質、決策者經驗、歷史因素與專業知識等五項。
